How to get an app from an ipad to computer?

Is there any way to get this app? i already tried to transfer purchases did not work. I believe it may be a special download via safari. PLz help.
Even am looking for this because i just got a free iPad 2 from RewardsVilla. So i just don’t know what to do with it actually.
